Can we get one thing straight here? Cas never wanted to rule Earth or heaven. He was on a quest for power so he could save heaven and earth. Also Cas doesnt have a God Complex. An no Godstiel is not Castiel. Not to 100% at least. We saw how power corrupts. Look at Sam. Look at nearly every witch. And Cas was the stronger than any Angel ever dreamt to be.

This here sounds like Cas planned to become God. He didnt. He asked and plead his father to come back. To lead him. To just give him one sign. He got nothing. So he took the mess his father left behind and tried to fix it.
